Made a quick run-through of Hoover this afternoon, starting at Oxbow Island and working south all the way to the dam. The reservoir north of Maxtown launch is mostly frozen, but has some holes off Area O and Oxbow Island attracting waterfowl & gulls. The lower reservoir is mostly open and melting fast. Gulls are still prominent, but not in the numbers of earlier in the week, and I couldn't locate any unusual species. Waterfowl were very diverse, with good numbers off Oxbow, Sunbury causeway, and Walnut St. boat ramp. Notables included:

Mallard - big flocks of 800-1200 in ice-holes at Oxbow Island and Sunbury causeway
Black Ducks - 50-200 in those same holes
N.Shoveler - 2-4 off Oxbow
N.Pintail - 40-50 in these 2 areas
Gadwall - 5-10 in same locations
Canvasback - 15 along East shore across from Walnut St. ramp
Redhead - 25+ along East shore across from marina (near dam)
Ring-necked Duck - perhaps 50 scattered in small groups at many locations
Lesser Scaup - 40+ also scattered
C.Goldeneye - 2 off Oxbow ISland
Red-br.Merganser - 30+ across from Walnut St. ramp
Hooded Merganser - 10+ off Oxbow Island
Ring-billed Gull - 2000+, with over 50% south of County Line Bridge
Herring Gull - 140+, which is far above normal numbers (usually 8-12)
Turkey Vulture - 6-8 around Oxbow and Sunbury causeway
