Hello Kathy; I live in Sandusky Co., Ohio and have oftentimes seen Bald 
Eagles eating dead waterfowl and fish on the frozen Sandusky River. I know 
they didn't kill them. As for deer, I've never seen a Bald Eagle feasting 
on a dead deer, but I have seen Red-tail Hawks feasting on deer road kills 
along with vultures! They shared the feast quite pleasantly with each 
other, probably because there was more than enough food to go around. I  
suspect Bald Eagles would, indeed, not think twice about landing on a deer 
carcass and begin dining...I've seen them eating dead fish and waterfowl 
that they just found lying there. They are scavengers, from what I've
