Andrea Tibbels of the Ohio Division of Wildlife in the e-mail below provided a website reference for Bird Studies Canada <located in Port Rowan, Ontario-across Lake Erie from Ripley (NY) Hawk Watch> and its research program of putting transmitters on bald eagles. Scott said I can pass them on to you. This eagle maybe an Ohio one since PA does no banding or use of transmitters. Scott said he was able to see a band on the leg of the bird-perhaps a silver one. You may have the capability and skill to enhance the photo to see more.
