I have posted new information on www.northnw.wordpress.com regarding tonight's re-find of the Black-tailed Gull. Included is an updated map.
BIRDERS coming tomorrow, SUNDAY: Your best bet is to be in place at DAWN. Before dawn, actually. The gull is likely roosting in the marina on the south side of the bridge (point C) or in the channel on the north side of the bridge (C). If you do not see the gull at either of these locations at dawn or shortly after, I would immediately hustle up to the Museum (Point A) overlooking the river/industrial grounds/harbor. The gull's pattern is to forage at the river mouth in the early a.m. and then depart for most of the morning. Around 3 p.m. to dusk, the gull shows up at Point A again, then works it's way to C to roost (sometimes making a stop at point B, Lake Shore Park, to roost on top of industrial buildings. 
It would be wise of you to STAY ACTIVE. Move yourself around to different locations. Share cell phone numbers. 
The following is additional information regarding this evening's observation of the Black-tailed Gull:  "We first saw the gull in flight at about 4.30 from the marinemuseum (POINT "A") then watched until it went down near point C (the route 531 cement bridge) on your map. We drove over there and relocated the bird across (south) from point C in the marina where it perched on one of the pilings and remained in view until 5.15 when it flew. At that point it was too dark to try to follow it."
