I was at Sims Park in Euclid  today from 11:00 to 11:35am.  It was 39 deg with south winds 16mph but the lake seemed calm near the shore.  Most of the goldeneye and scoters were straight out from park all in a big circle.  Here are the birds seen:
 
Redheads 3 females, don't think they are scaup -  one was out by itself, poor picture taken
Lesser Scaup 2
Surf Scoters 15 (could not ID any white-winged)
Black Scoters 2
Common Goldeneye   115-120 straight out with scoters, plus ~ 45 far east - total of 160-170
Hooded Merganser 1 male
Red-breasted Mergansers - small number in water
Ruddy Ducks 7 (1 with Goldeneye, 7 far east of pier)
 
Also went to Villa Angela/Wildwood form 11 to 1:10pm.  There were more Red-breasted Mergansers in the water here, over 200 in front of Villa Angela with them flying in and landing, hundreds more seen flying west, 25 Double-crested Cormorants flying west, 1 Great Black-backed Gull in marina, 4 American Black Ducks in creek with 2 Horned Grebes, 5 Bonaparte's Gulls, 5 Herring Gulls, over 200 Ring-billed Gulls.
