I like Dan's approach, but additionally, I think the Ohio Ornithological
Society ought to make this a specific and major part of its agenda. If it
did I would join.

Some good suggestions from Brian Parsons, Director of Special Projects, at
The Holden Arboretum:

Every park and preserve could set up a small nursery.  These could be
planted with cuttings of local native woody plants.  After about a year and
a half these would be ready to plant when invasives were removed.

To me this seems like a very low cost solution to part of the problem.
 Holden has its own greenhouse and nursery which are used in part for
keeping native stock available to replace invasives.

If anyone from an interested agency would like more information, let me
