I do not believe the presence of a Ringed Teal at the Mt. Vernon black-bellied whistling-duck pond automatically signifies that the whistling-duck is not a wild bird. There is no other evidence to indicate that it is an escaped bird. If an exotic would show up at Castalia pond, does that mean that all the other ducks there are exotics? I believe the issue is best left with the OBRC, and not to individuals guessing.
