Robert Sams reported a red phalarope at the Vanlue Sewage settling ponds on 10/14. Five birders were able to re-locate it on Wed., 10/17. It’s VERY tricky to find. Here is the eBird map. The impoundments consist of 3 settling ponds, and are fenced and gated. Yesterday, the bird was in the middle pond, and the only way to view it was through the fence at the south end. I had to climb up the fence and hang on to get a look, not very satisfying. I recommend taking a ladder if you are not tall.
