I agree feeding a raptor is not the same as feeding a seed eater. And not on a road--an open field-maybe. A wildlife or rehabber should be called in if an animal is not right. However, I followed the link and was stunned by the following statement - "Eventually I would just toss the mice out onto the gravel road. White mice move slowly and never made much of an attempt to get away." Encouraging an owl to approach roads, gravel or not, is NOT ideal. You're putting the owl at great risk attracting it to the road. Eventually it could choose to just sit on the road and wait for more food. If you're concerned on a particular owl that looks emaciated, call a rehabilitator FIRST. They are trained and know how to handle a Snowy Owl. I highly recommend contacting Back to the Wild, located in Castalia, Ohio. It was quiet a rewarding experience that I believe saved the owls life. Two others found about the same time turned up dead shortly after they were discovered, so i took it upon myself to start feeding the owl closest to my house.
