I am visiting from North Carolina and birded Ottawa NWR this morning looking for Rough-legged Hawk and Northern Shrike. Though I didn't find either, I did find a young golden eagle in the MS8b section, north of the Visitor Center. There were ~8 juvenile Bald Eagles flying around, but the Golden Eagle had a very distinct, clearly white base of its tail, with a broad black band at the tip of the tail. The head was slightly smaller than that of the Bald Eagles, and the "golden" nape was clearly visible and obviously different from the other birds. Unfortunately it did not stick around for pictures, but the bird was seen quite well. Complete list can be found on eBird. Good birding, Paul Taillie Orange Co.
