That behavior is part of courtship flight. Vultures during courtship have "follow flight" where the presumably the male mimics the flight of the female, usually from above and slightly behind. About half the time follow flight ends with swooping, that is what you witnessed. I have observed swooping many times and have never seen actual contact.
