I was downtown today and stopped at Cleveland Public Power on Marginal Road just east of Burke Lakefront Airport.. There was a good assortment of waterfowl out beyond the first breakwall. I was able to see some American Widgeons, Gadwalls, Scaups, Pintails Canvasbacks, Redheads and, of course, plenty of Red-breasted Mergansers. A scope would have helped as I was unable to see the ducks near the far breakwall. 

If you do go there, stay close to the building and maybe wear a hood, which is what I did. The last time I was there I walked right up to the edge of the viewing area, and the ducks saw me right away. They moved away. Today, they were much less nervous. I dont think they could quite make out what I was.
