File header space is the space where OpenVMS keeps track of all of the
files on a disk (similar to inodes on Unix or, in a far-reaching example,
similar to the FAT table in DOS).  This file can exand as needed, but only
to a certain extent.  We had exceeded that extension limit.  Therefore, no
new files could be created on the disk.  TEMP space was moved to a
different disk early yesterday morning due to this problem.
