As you suspected, it is quite late for Louisiana Waterthrush to be starting
nesting. According to Birds of North America, typically the first egg is
laid 18Apr-18Jun in S Illinois. However, the account also notes that,
while second broods are uncommon, re-nesting following a failed attempt is
common. So your bird could have been refurbishing its nest (or building a
new nest) after its first try failed.
The question is - was it trying to find tasty bites or was it gathering
fibers?

I had a Louisiana Waterthrush hopping around my deck this evening, it spent
a good 15 minutes at the bird bath and poking around the pots. It looked to
be collecting nesting material from one of the coconut liners but I don't
think it flew away with it. So I can count this as collecting nesting
material for the OBBA? Isn't it too late to be building a nest for these
birds?
