I don't know if it is normal, but the mallards up at North Chagrin Reservation do it all the time.  It is kinda funny looking.

Subject: [Ohio-birds] Normal Mallard behavior???

Is it normal behavior for Mallards to come and eat underneath a bird feeder?
We have a pond so I am used to seeing them around but for the first time I
have seen them come into the backyard and eat from underneath one of the
bird feeders.  They have visited that area 3 times today.  I have never seen
them do that before.  I was just curious.  Here is a photo I was able to
take:
