I know the pair of kestrels of which you speak!  I see them nearly every
time I go to Wendy Park, however, I've never observed the behavior that you
mention. Even so, it didn't seem too far-fetched of an idea since many birds
hoard, so I did a little research myself!  I discovered that kestrels are
indeed known for hoarding.  Here's an abstract I found of a study on this

Thanks for posting this...as often as I've seen kestrels I've never seen them
hoard.  And to think that my friends at Wendy are doing it, it will cause me
to keep a closer eye on them!  Furthermore, if your description of the
location is accurate...and I assume it is... then these are your birds!  I
took these shots of December 26, before the snow fell.

One can almost always see them on the wires along the railroad tracks, but
this day, the female falcon was hunting on the other side of the road.
