I guess I am starting to see the differance in the way things are funded.
With hunting , fishing licenses, duck stamps and such they are law ,
mandated that if you do these things you have to have a license or stamp.
Whereas with the OWL stamp it is kind llike Public Television, lots of folks
VIEW it but don't financially support it. Enjoying our natural areas and
parks  and being out Viewing birds is a free activity.  Russell Lima, Ohio
